30-year U.S. Army Engineer District veteran named civil works program manager

Tom_MinyardMemphis, TNTom Minyard has joined Barge, Waggoner, Sumner and Cannon, Inc., as the civil works program manager. Prior to joining Barge Waggoner, Minyard served as Engineering and Construction (E&C) Division Chief for the U.S. Army Corps of Engineers (USAED)-Memphis District.

This 135-person employee base was led by Minyard to provide engineering analysis, designs, and services to District customers, partners, and stakeholders. Before the E&C Division, he held various positions in multiple USAED locations (Savannah, Georgia.; Little Rock, Arkansas; Huntsville, Alabama; Vicksburg, Mississippi).

At Barge Waggoner, Minyard’s responsibilities include the advancement of the firm’s strategic direction as it relates to its Civil Works program for local, state and federal governments. His areas of technical interest include flood risk reduction, navigation, eco-system restoration, and emergency response.  He will be based in the Memphis office of the firm which has locations in Tennessee, Alabama, Georgia, and Ohio.

Minyard has a Master Degree in Civil Engineering as well as a Bachelor of Science in Civil Engineering from Mississippi State University. He is a Registered Professional Engineer in Mississippi. Minyard serves as Deacon at Grace Bible Church in Olive Branch, Miss. and enjoys several hobbies such as golfing, hunting and fishing.
